The Vice Chancellor of the University of Dar es Salaam (UDSM), Prof. William Anangisye, who is also the Chairperson of the Governing Board of the Dar es Salaam University College of Education (DUCE), visited the College on 14th January 2025 to inspect the ongoing HEET construction projects.

Before visiting the construction sites, the Vice Chancellor received a brief report from the HEET project coordinator at DUCE, Prof. Method Samwel Semiono. In his brief report, Prof. Semiono highlighted that DUCE implements several HEET project activities, including construction and rehabilitation of infrastructure, updating curriculum, building linkage with industrial sector, strengthening use of digital technology and capacity building for academic staff.

He also said the construction aspect involves building two blocks with three floors each. The first building is for the Faculty of Humanities and Social Sciences, which will also have a floor for students with special needs, a laboratory for diagnosing and identifying students with special needs, offices, and lecture rooms. The other site is for Postgraduate Building which will comprise offices, lecture rooms and science laboratories.  

Prof. Semiono further informed the Vice Chancellor that the construction began on 6th August 2024 and is expected to end on 5th November 2025. However, the construction schedule is behind by one month, and is estimated to reach an average of 15 percent. He said the management is alert and has reminded the contractor to make more progress.

During his site visit, Prof. Anangisye urged the contractor to improve his pace by adding more workforce, increasing the working hours, and even having the day and night shifts to ensure the projects adhere to the set schedules for timely completion. “We also want DUCE to lay the foundation stone, but not with this level of construction,” he insisted. He also reminded the consultant to ensure that the contractor adheres to the schedules and standards as prescribed in the construction contract.

Responding to the Vice Chancellor’s remarks, the College Principal, Prof. Stephen Oswald Maluka, thanked him for the visit and promised to work very closely on all observations and guidance regarding the construction activities.
