A Legacy in One Frame: The Leaders Behind UDSM’s Strategic Core

At the University of Dar es Salaam (UDSM), the Office of the Deputy Vice Chancellor for Planning, Finance and Administration (DVC–PFA) remains central to the institution’s stability, growth, and long-term transformation.
Tasked with guiding strategic planning, ensuring financial sustainability, and strengthening administrative efficiency, the role serves as the backbone of the University’s academic and research excellence.
Captured in a rare and symbolic photograph are three distinguished leaders who have shaped this critical portfolio across different periods, each leaving a distinct imprint on the University’s trajectory.
Prof. Yunus Mgaya
On the left stands Prof. Yunus Daud Mgaya, who served as DVC–PFA from 2006 to 2014. His tenure is widely credited with laying a solid administrative and financial foundation for the University.
Drawing from his scientific background in marine biology and aquaculture, Prof. Mgaya introduced a disciplined, systems-oriented approach to institutional management. Under his leadership, UDSM strengthened financial accountability mechanisms while expanding its academic and research capacity, reinforcing its reputation as a leading centre of excellence.
Prof. Bernadeta Killian
At the centre is Prof. Bernadeta Killian, the current DVC–PFA since 2022. Before assuming this role, she served as Deputy Vice Chancellor-Research, bringing with her a wealth of experience in academic leadership and institutional development.
With expertise in political science, governance, and public administration, Prof. Killian has advanced reforms that emphasize transparency, inclusivity, and operational efficiency.
Her leadership reflects a forward-looking vision – strengthening governance systems, modernizing financial processes, and enhancing global engagement – while also representing progress in gender inclusivity within senior university leadership.
Prof. David Mfinanga
On the right is Prof. David Alfred Mfinanga, who held the position from 2014 to 2022. Renowned for his expertise in transportation engineering and urban systems, Prof. Mfinanga brought a strategic, infrastructure-driven perspective to the role.
His tenure saw notable improvements in campus development and the modernization of financial and planning systems, aligning institutional growth with national development priorities and strengthening UDSM’s contribution to Tanzania’s socio-economic advancement.
