Biography

Joe Robert Mtaki is a dedicated Library Officer 1 at the University of Dar es Salaam (UDSM) , where he serves within the Library ICT Collection. His work is pivotal in bridging the gap between traditional library operations and modern information technology, ensuring that the library's digital infrastructure is robust, accessible, and future-ready.

 

Mr. Mtaki's career is built on a solid foundation of formal education and continuous skills development. He successfully completed professional training in Library and Information Management, equipping him with core competencies in cataloging, classification, reference services, and information organization. Recognizing the rapid transformation of libraries in the digital age. he has further pursued multiple training in Information and Communication Technology (ICT) , focusing on areas critical to modern library systems.

 

Mr. Mtaki has been actively engaged in public service since 2010 to date — a span of over a decade and a half. This extensive experience has shaped his understanding of community needs, institutional workflows, and the critical role that timely access to information plays in public welfare and education. His commitment to serving the public good is evident in every project he undertakes and every system he implements.

 

He is responsible for the overall management of library systems and ICT facilities, ensuring their reliability, security, and optimal performance to meet the evolving needs of the university community. Within Technical Services, he oversees technical operations that streamline library workflows and improve system-wide efficiency.

 

Research Interest

He  is a passionate advocate for exploring the new technology era, with a specific focus on:

  • Programming for library applications.
  • Creation of different databases tailored to institutional needs.
  • Design and deployment of automation systems that streamline library operations and enhance user experience.

He actively investigates how emerging technologies can be harnessed to solve real-world information management challenges.

  1. Public Announcement System (Web-Based Software)
    Designed as a versatile safety and communication platform, this system is suitable for schools, libraries, camps, organizations, and public facilities. Its standout feature is its suitability for emergency and danger alert scenarios. The system supports:
    • Dedicated danger alert ringtones.
    • Urgent voice announcements.
    • Both instant and scheduled trigger capabilities, ensuring timely communication during critical events.
  2. School Student Database Management System
    A comprehensive solution for educational institutions to manage student records efficiently. This project demonstrates his ability to design structured, query-friendly databases that support enrollment tracking, academic performance monitoring, and administrative reporting.
  3. Website Creation
    He has designed and developed several websites for various purposes, demonstrating proficiency in front-end and back-end web technologies. These websites serve as dynamic platforms for information dissemination, institutional branding, and user engagement across different organizations.
