Student Governance Strengthens as DARUSO Leaders Undergo Strategic Induction

An ambitious leadership training initiative unfolded on 5 December 2025, bringing together the latest cohort of Dar es Salaam University Students’ Organisation (DARUSO) leaders for an intensive induction seminar aimed at deepening their understanding of university governance, ethical conduct and the responsibilities of student representation. 

Organised by the Directorate of Student Services (DoS) under the guidance of the Director, Ms. Paulina Mabuga, the seminar provided a comprehensive orientation on UDSM systems, governance structures and legal frameworks. The event marked a deliberate effort to enhance accountability and strengthen the governance culture within the student body. 

In her opening remarks, Ms. Mabuga highlighted the University’s expectation for leaders who demonstrate discipline, respect for institutional processes and responsible stewardship, noting that student governance is central to institutional stability and academic progress.

Senior university officials and experts from key service areas, including legal affairs, student welfare, inclusivity, academic administration, safety and security, research, finance and sports, led technical sessions and thematic discussions, giving student leaders a broad understanding of their roles and decision-making responsibilities.

A highlight of the programme was the address by the Minister of State in the President’s Office (Youth), Hon. Joel Nanauka (MP), who described universities as critical spaces for thought leadership and national development. 

Drawing from his experience as a former DARUSO leader, he encouraged student representatives to amplify responsible youth participation in national policy processes.

“This ministry exists to ensure that young people’s voices reach the Government and the President. We are conducting structured youth consultations across the country, and university students must take a leading role,” he said.

Responding to questions on cyberbullying and online safety, the Minister urged responsible digital citizenship. “Your online presence reflects your leadership identity. Use social media to build your personal brand and influence constructively,” he advised.

Leadership, Legacy and Gender Representation

The Vice Chancellor Prof. William A. L. Anangisye delivered a historical reflection tracing UDSM’s leadership culture and urging stronger visibility of women in student governance. “Leadership must be anchored in the DARUSO Constitution, but I want to see more young women confidently contesting for senior positions,” he emphasised.

Earlier, the Deputy Vice Chancellor–Planning, Finance and Administration, Prof. Bernadeta Killian, formally opened the seminar and reminded leaders of the short duration of the current term. “You have less than four months to shape your leadership footprint. Use this time responsibly and serve with accountability,” she said.

The induction featured expert sessions covering gender-responsive leadership, public sector ethics, mental health, conflict management, legal obligations, financial governance and responsible use of institutional resources.

UDSM’s Chief Corporate Counsel and Secretary to Council, Prof. Saudin Mwakaje, guided leaders on statutory mandates under the University Charter, emphasising adherence to regulations that ensure harmony and institutional order.

“Leadership authority comes with legal limits. Observing these limits safeguards accountability, fairness and institutional coherence,” he said.

From the academic management perspective, Dr. Joan Munisi, Director of Undergraduate Studies, urged leaders to promote academic discipline and ensure that students meet assessment requirements.

Representing the Deputy Vice Chancellor–Research, Dr. Augustina Alexander encouraged participation in Research Week, innovation challenges and international opportunities, emphasising that research engagement is open to all academic fields.

Renewed commitment to integrity and service

DARUSO President, Mr. William Emmanuel, commended the University for the comprehensive induction and pledged renewed dedication to upholding institutional values.

“This seminar has strengthened our clarity of purpose. We are committed to professionalism, integrity and serving the UDSM community with responsible leadership,” he stated.

Closing the programme, University Hospital Medical Officer in Charge, Dr. Alfred Msasu, encouraged healthy lifestyles among leaders, noting that student wellness is essential to sustainable performance.

Through this structured induction, UDSM reaffirmed its commitment to nurturing principled, knowledgeable and service-driven student leaders capable of advancing institutional goals and contributing meaningfully to national development.
