Dr. Minja is a seasoned academician, researcher, consultant and manager with more than 25 years of post-graduation experience. Dr. Minja’s key strengths and competencies are in Finance and Economics areas as well as in leadership, management and Strategic Planning. He also has high level of competence in general computer packages such as MS Office components as well as Econometric/ Modelling packages such as SAS, SPSS and STATA.

Dr. Minja has served in a number of administrative, managerial and advisory positions including Head, Department of Finance (UDSM), Managing Director, UCC, at least six Government Negotiation Teams; Member and Chairman Dar es salaam Stock Exchange Board of Directors; Member and Vice Chairperson, Tanzania Ports Authority Board of Directors; Member, University of Dar es Salaam Tender Board; Councilor, Bank of Tanzania Training Institute Advisory Council; Member, Council of Church Elders, Mbezi Juu Lutheran Parish; and Member, Audit Committee, Fair Competition Commission.

Dr. Minja has carried out consultancies and contracted researches in areas including Development Finance Assessment and Integrated National Financing Framework, Mapping and Assessment of Public Financial Management (PFM) Systems and Practice, Technical and Business Feasibility Studies, Resources Mobilization Strategies in the public and private sector, Preparation of Corporate Business and Investment Plans,
