Dr. J. Silas is a Lecturer of Economics at the University of Dar es Salaam, School of Economics. He has over 10 years of experience in policy impact assessment, monitoring, and evaluation.  Since 2008 he has actively involved in various national policy processes, including MKUKUTA/MKUZA M&E, particularly in the preparation of MKUKUTA/MKUZA Annual Implementation Reports (MAIRs), Poverty Analysis, Cash Transfers Analysis among Vulnerable communities and Preparation of Five Year Development Plans II and III. He has also worked in short term assignments with Ministries and organizations such as Ministry of Finance and Planning in Analyzing Budget Sustainability, SDGs Localization Trainings, UNDP in the assessment of various Empowerment Projects (Micro financing Interventions in Informal Sector), HIV/AIDS interventions and Policy Analysis, CICOPS in undertaking poverty analysis focusing on non-monetary measures (Assets, Health indicators etc) and Fertility Differentials, Pathfinder International in undertaking Demographic and Population Project which explores Challenges and Prospects of Harnessing Demographic Dividend in Tanzania and so forth.
