Dr. Elineema K. Kisanga is a Lecturer and Research Fellow in the School of Economics - University of Dar es Salaam where he has served for about fifteen (16) years now. Throughout his time at the University he has been teaching several economics courses, and undertaking research projects and consultancies for both private and public institutions. His areas of interest are transport economics, public sector finance, healthcare financing, microsimulations. Dr Kisanga has been involved in several capacity building programs within and outside the country. Before joining the University, Dr. Kisanga worked with the Ministry of Finance – Tanzania in the Department of Policy Analysis where he was involved in various activities aligned with national policy making process. He has been working in the technical team that drafted the National Strategy for Growth and Poverty Reduction (NSGPR I & II) widely known as “MKUKUTA”  as well as the Zanzibar Strategy for Growth and Poverty (ZSGPR) widely known as “MKUZA”.  He was also involved in monitoring and evaluating the implementation of both the national strategy throughout their phases. Dr. Kisanga has also undertaken several short term assignments with various government ministries, departments and agencies (MDA’s) as well as international institutions such as World Bank, Southern African Development Community (SADC), United Nations University World Institute for Development Economics Research (UNU-WIDER), African Economics Research Consortium (AERC), etc. Dr. Kisanga since 2015 to-date has been working as a consultant with the Public Sector System Strengthening Project Phase I (2015-2020) and Phase II (2020-2025) a project that focus on strengthening the public sector systems. In this project Dr Kisanga has been working as a Senior Finance advisor. He is also currently working as a country coordinator of the team that developed the Tanzania Microsimulation Model (TAZMOD) which is supported by the UNU-WIDER under the SOUTHMOD project. Dr. Kisanga is also a member of the University of Dar es Salaam Academic Staff Assembly (UDASA) and the Economic Society of Tanzania (EST).
