Prof. Bonaventure Sylvand Ishengoma Rutinwa has been the Deputy Vice Chancellor, Academic of the University of Dar es Salaam since December 2017. Prof. Rutinwa is Associate Professor in the Department of Private Law in the School of Law. He holds a PhD in Public International Law from University of Oxford; Master of Laws (Queen’s University at Kingston, Canada); Postgraduate Bachelor of Civil Law (University of Oxford); Postgraduate Certificate in Refugee and Humanitarian Studies (University of Oxford) and Bachelor of Laws (Hons) (Dar).
Before his appointment to this position, Professor Rutinwa was the Chief Corporate Counsel and Secretary to Council of the University of Dar es Salaam. He has also served as Dean, University of Dar es Salaam School of Law between 2012 and 2015; Coordinator, International Migration Management Project from 2007 to date; coordinator, Centre for the Study of Forced Migration between 1995 and 1997 and from 2012 to date.
Professor Rutinwa joined the University of Dar es Salaam in 1987 as Tutorial Assistant and was promoted through the ranks to Associate Professorship in 2004. Between 2004 and 2010 as well as 2015 - 2016, Prof. Rutinwa served as a full time Senior Legal Advisor with the United Nations High Commissioner for Refugees (UNHCR).
Prof. Rutinwa is a prolific researcher in International Migration Laws. He has researched, published and consulted widely in the areas of Public International Law and Migration Law.
Prof. Rutinwa is an Advocate of the High Court of Tanzania and the Court of Appeal since 1993. He has also served as a State Attorney trainee in the Attorney General’s Chambers, Ministry of Legal and Constitutional Affairs before joining the University of Dar es Salaam.
