UDSM joins HESLB’s Celebrations of 20 Years of Supporting Higher Education
The University of Dar es Salaam (UDSM) actively participated in the 20th Anniversary celebrations of the Higher Education Students’ Loans Board (HESLB), an event graced by Hon. Kassim Majaliwa Majaliwa (MP), the Prime Minister of the United Republic of Tanzania.
The event, which was held in Dar es Salaam on 17 February, 2025 highlighted HESLB’s vital role in ensuring access to higher education through financial support for students in need.
UDSM represenation at this occasion was led by Prof. Nelson Boniface, Deputy Vice Chancellor – Research (DVC-R), who participated as a panelist on behalf of Vice Chancellor Prof. William Anangisye. Prof. Anangisye, a former chair of HESLB, who played a crucial role in shaping policies that continue to benefit students across the country.
Also, present at the event His Excellency Jakaya Mrisho Kikwete, UDSM Chancellor and former President of the United Republic of Tanzania. He reflected on the establishment of the student loans board, sharing insights on the challenges faced by students before its formation. Drawing from his own experiences as a student at UDSM in 1972, he highlighted the progress made in making higher education more accessible.
Speaking at the event, Prof. Nelson Boniface underscored the significance of the partnership between HESLB and UDSM in expanding higher education opportunities. “Over the years, HESLB has been instrumental in supporting thousands of students at UDSM, allowing them to achieve their academic and career aspirations. The board’s work aligns with our mission to provide quality education and research that contributes to national development”.

Also in attendance from UDSM were Dr. Joan Munisi, Director of the Directorate of Undergraduate Studies (DUS), Loans Officer Mr. Lusajo Mwakyusa, and Accountant Ms. Mariamu Mussa. UDSM’s constituent colleges were also well represented, with Prof. Steven Makula, Principal of Dar es Salaam University College of Education (DUCE), and Prof. Deusdedit Rwehumbiza, Acting Principal of Mkwawa University College of Education (MUCE), along with MUCE’s Admission Officer, Mr. Moses Mashala. Dr. Mona Mwakalinga, Dean of the School of Journalism and Mass Communication (SJMC) at UDSM, was also present at the event.
Additionally, Dr. Martin Chegere, from UDSM School of Economics delivered a presentation, providing valuable insights into the impact of student loans on higher education access and national development. The session was moderated by Dr. Hezron Makundi.
Dr. Joan Munisi emphasized the transformative impact of student loans on higher education accessibility. “HESLB has played a crucial role in ensuring that financial barriers do not hinder academic success. Many of our students have been able to complete their studies because of this support, and we are committed to continuing our collaboration to enhance educational opportunities,” she remarked.
The University of Dar es Salaam remains a committed partner in HESLB’s mission, advocating for policies and initiatives that will ensure sustainable financial support for future generations of students. As HESLB celebrates two decades of service, UDSM looks forward to continued collaboration to further the cause of accessible and quality higher education in Tanzania.
